They are chests that pickup all dropped items within a chunk.

Crates, Envoys, and /cshop

Why don't I see cactus falling in my cactus farms anymore?

Chunk collectors pick up cactus right before they are about to spawn. This helps reduce lag caused by cactus farms but also means you won't see any cactus falling as it will go directly into your chunk collector.
